Zoe Lofgren has been a Democratic member of the United States House of Representatives since 1995. She represents the 19th District of California, based in the “Capital of Silicon Valley,” San Jose, and the Santa Clara Valley.
A lifelong Bay Area resident and the daughter of a truck driver and a cafeteria cook, Zoe attended public schools and attended Stanford University on a California State Scholarship, graduating with a bachelor’s degree in political science in 1970. Prior to attending Stanford, Lofgren worked the night shift at the Eastman Kodak plant in Palo Alto to save money for non-tuition college expenses not covered by her scholarship. After graduating from Stanford, she attended, with the help of a scholarship, Santa Clara University School of Law, graduating cum laude in 1975.
Education is one of the most important issues Zoe deals with as a Member of Congress. The stakes are enormous and Zoe takes seriously her responsibility to ensure that the federal government make plans and positions well to make resources available for the education of our children.
Zoe is committed to making sure that elementary and secondary schools get the resources they need to ensure that we are are "leaving no child behind." Additionally, Zoe continues to work with her colleagues in Congress to make college more affordable and accessible to students.
America's greatest resource for innovation resides within classrooms across the country. We must give students more opportunities to be highly-trained in math, science, and technology so they can turn ideas into innovations. Future innovators must reflect the diversity of our country, and we must provide opportunities for every qualified student. Zoe works with her colleagues to create a new generation of scientists, engineers, and mathematicians to ensure that today's students get the job skills they need at any level of learning.
Zoe knows that when it comes to energy policy, it is time to move away from the failed policies of the past to a new direction where protecting the environment and powering our society spur new U.S. industries that grow our economy. With an ever growing demand for energy in our modern industrialized era, she believes
America needs to lead the world in the development of new, clean and sustainable power sources.As a member of the House Science, Space, and Technology Committee, Zoe is working to put our country on a path to energy independence. She is a strong advocate for long-term policies that invest in energy efficiency, clean renewable energy, and research into the next generation of innovative power source technologies.
Zoe believes that American ingenuity and innovation can lead us down a new energy path. Just as our country pioneered power sources such as steam, electricity, and nuclear power, our most talented scientific minds are today researching the next generation of energy breakthroughs. One such area of cutting edge U.S. scientific research is the National Ignition Facility's (NIF) fusion experiments at the Lawrence Livermore National Laboratory. Unlike current nuclear-fission power, which produces radioactive waste, fusion would harness the same reaction that creates the Sun's power. If scientists succeed in triggering a safe fusion reaction, fusion may someday provide a new clean power source that could end our dependency on fossil-based power sources. While this research is aimed at the long term, success would provide limitless, nonpolluting energy that would protect the environment.
From an early age when Zoe spent time with her family outdoors in California's many parks and natural places, she developed the belief that we all have a responsibility to be good stewards of the environment. Throughout her public service, Zoe has worked to protect the environment and strived to ensure we have clean water to drink and clean air to breathe.
Zoe has also long believed that protecting the environment and growing the economy are not mutually exclusive. Indeed, Zoe believes American "know how" and innovation will lead the way in addressing the challenges we face from climate change. With this in mind, the efforts of Silicon Valley innovators and engineers will continue to play a key role in pioneering the new technologies that will help protect our environment.
To that end, Zoe is committed to working with her colleagues in Congress to find solutions ensuring a clean and healthy environment capable of nurturing and supporting our families and future generations.
Climate change is the most serious environmental issue facing our nation and our planet. Today we see the negative impacts of climate change as heat-trapping emissions increase global temperatures, melt once permanent ice caps and glaciers, and raise our sea levels leading to greater threats from erratic weather. The pace of climate change threatens habitats and food production as well as public health .Zoe has supported policies which have taken important steps to reduce harmful emissions that pollute our air and water and contribute to climate change. Under the American Recovery and Reinvestment Act (ARRA), she supported the largest clean energy investment in American history which has helped our country nearly double our renewable power generation since 2008.
Across the world, California is known for its agricultural heritage and is the largest producer of agricultural products in our country. Santa Clara County was once known as the "Valley of Heart's Delight" and agriculture still plays an important role in the 19th Congressional District.
Zoe has supported policies that help our local farmers produce a wide variety of specialty crops and serve as models of conservation.
The American people have called for an end to our open-ended commitment in the Middle East. We should all be proud of our troops and their admirable service overseas. It is time to bring them home in a responsible manner.
Economic development, regional diplomacy, and effective political and legal institutions are the keys to success in the region. But these efforts cannot succeed amidst pervasive violence and insecurity.
Zoe has led bipartisan efforts to urge Presidents of both political parties to consult and receive authorization from Congress prior to ordering the use of U.S. military force in Syria, citing the President’s responsibility to do so prescribed in the Constitution and the War Powers Resolution of 1973.
She believes the nation's Founders wisely gave the Office of the President the authority to act in emergencies, but foresaw the need to ensure public debate — and the active engagement of Congress — prior to committing U.S. military assets. Engaging our military in Syria when no direct threat to the United States exists and without prior congressional authorization would violate the separation of powers that is clearly delineated in the Constitution.
As much of the United States has recovered from the worst economic downturn since the Great Depression in 2008, and unemployment levels have plunged, Zoe continues fighting to give Santa Clara families and businesses tools to grow their enterprises.
Zoe knows prosperity is more than a profit report. Prosperity begins with San Jose Main Street stores, Silicon Valley's global technology leaders, and working families alike thriving and creating opportunities for the whole Valley.
As the elected Chair of the 39-member California Democratic Congressional Delegation, Zoe has worked with her colleagues to help California with investments in infrastructure, transportation, and clean American energy programs that put people to work in jobs that can't be sent overseas.
Zoe has also proposed legislation to ensure a free and open Internet that boosts U.S. ecommerce and has called for measures to increase U.S. innovation to compete in the global economy. She has authored legislation like the IDEA Act (H.R. 2161) to help American companies attract the best and brightest students, create American jobs, spur innovation, attract investment in America, while better protecting U.S. and foreign workers.
Sometimes what a legislator stops from happening can be as important as bills that are passed. Zoe was the leader in the effort to defeat the Stop Online Piracy Act (SOPA), which experts judged the single biggest legislative threat to a free Internet ever seriously considered by Congress.
Instead, by focusing our efforts to help our economy innovate, grow and thrive, Zoe believes we can create opportunities for everyone to reach their full potential of the American Dream.
It is terrible each time our nation witnesses another act of gun violence.
As the only advanced nation in the world that suffers from a seemingly unending string of mass shootings, it is clear Congress should take reasonable steps to address this public health crisis and ensure our communities are safe. Zoe supported the creation of a Select Committee on Gun Violence Prevention in the House to examine our existing firearms purchaser background check system as well as other methods to prevent and reduce gun violence. However, the Republican leadership has so far refused to act, and has repeatedly blocked the House from debating these measures despite Democrats’ continued calls.
Zoe has cosponsored a number of bills to support commonsense reforms to ensure all Americans are safe and secure from gun violence:
Zoe is an original cosponsor of the Assault Weapons Ban which would prohibit individuals and manufacturers from selling and obtaining semi-automatic rifles, pistols, and shotguns as well as high-capacity magazines. This bill has been referred to the House Committee on the Judiciary, where Zoe serves.
Zoe is also a cosponsor of the Automatic Gunfire Prevention Act which would ban the manufacture and sale of bump stocks that were used in the Las Vegas attack.
The Public Safety and Second Amendment Rights Protection Act would require background checks to be completed for all commercial gun sales to prevent domestic abusers and felons from obtaining firearms through gun shows or over the internet where background checks are currently not needed.
Zoe is also a cosponsor of the Fire Sale Loophole Closing Act and Gun Safety: Not Sorry Act. These bills would address existing gaps in our background check system.
In many recent mass shootings, community members noted warning signs beforehand but there was nothing they could do to remove the shooter’s access to guns before the tragedy. The Gun Violence Restraining Order Act would allow family and law enforcement officials to prevent an individual who may pose a threat to themselves or those around them from possessing a firearm.
Zoe has repeatedly called for the consideration of sensible gun safety legislation, including in a letter to House Leadership urging them to reject any provision that effectively prevents the Centers for Disease Control and Prevention from conducting meaningful research into gun violence in the United States.
Zoe is a cosponsor of the Gun Violence Research Act which would lift the existing provision, known as the "Dickey Amendment," that prohibits the CDC from conducting scientific research into gun violence. She also supports full funding of gun violence research at the CDC.
Unfortunately, in the face of tragedy after tragedy - the Republican majority in the House has refused to allow a vote on any of these commonsense reforms. Despite this, it is important to continue efforts to put in place reasonable laws that will do more to ensure the safety of our communities.
Expanding access to quality, affordable health care has been one of Zoe’s driving causes as an elected official. She supported the Patient Protection and Affordable Care Act - also known as Obamacare - as a step in the right direction towards this goal, particularly for working Americans who could not previously afford health care.
The Affordable Care Act provides health care insurance for more than 20 million individuals across America, and Zoe opposes any heedless dismantling of good health policies that would jeopardize the well-being of families and individuals currently covered by this plan. Zoe opposed the Republican Affordble Care Act replacement plan which would increase the cost of health care premiums for middle-class Americans while providing tax breaks for the top 1% of taxpayers. Their legislation would also speed up the Medicare Trust Fund's insolvency by 4 years, enable insurance companies to penalize individuals for lapses in coverage, and elminate funding for Planned Parenthood to provide affordable health care services for women. The Congressional Budget Office estimates that 24 million Americans would be uninsured by 2026 under the Republicans' failed proposal.
While the Trump Administration and the Republican Congress have made repeal of the Affordable Care Act and the protections the law provides a top priority, their actions have not succeeded in altering the law's core provisions. It is important to note that while the Republican "Tax Cuts and Jobs Act" repealed the Affordable Care Act's individual mandate and associated tax penalty for certain individuals not enrolled in a health insurance plan, this will not take effect until 2019.
Medicare for All:
Zoe is a member of the Medicare for All Congressional Caucus and supports efforts to make health care more affordable for and accessible to everyone. She believes expanding Medicare to all Americans is a good way to accomplish that. Several proposals have already been introduced in Congress for this effort.

The introduction of a bill is just the beginning of the legislative process. Each of these bills need further work. But, Zoe hopes to help move the conversation forward as Congress debates the best way to address this issue.

Healthcare Reform and California:
Individuals and families in California now have many options for health insurance under the Affordable Care Act through the California marketplace called "Covered California." For qualifying individuals and families, financial assistance helps make health insurance more affordable.
The Covered California marketplace is designed for Californians who do not have health insurance and for those who purchase insurance in the individual market. The marketplace also offers private plans. Thanks to the Affordable Care Act, you can no longer be denied or canceled for a pre-existing medical condition or illness under any of these plans, or any others purchased elsewhere, or through your workplace.
You can shop for insurance and sign up for the plan of your choice during the annual open-enrollment period, which begans on October 15, 2019. A single application will let you know if you qualify for Covered California or Medi-Cal coverage. During the year, Californians may be eligible to sign up for a plan due to a qualifying life-changing event, like getting married, having a child or moving. Medi-Cal enrollment is year-round.
As an original member of the House Committee on Homeland Security, Zoe knows that our national security does not need to violate our constitutionally protected rights. While we face certain and real threats, we must not lose sight of the founding principles of our great nation. This philosophy guides Zoe's work as a member of the Congress.
As a member of Congress, Zoe has worked hard to ensure that our nation remains protected from all threats, including those emanating from cyberspace. Zoe led a bipartisan effort that created the position of Assistant Secretary for Cybersecurity in the Homeland Security Department to protect our nation's critical cyber infrastructure. Zoe has also worked to ensure that government agencies involved in intelligence and information gathering remain accountable to the Congress and work to have proper oversight of programs which use this intelligence.
Our country was founded by immigrants who came seeking freedom. That desire for freedom and a society where merit, not birthright, determined an individual's life helped to shape the greatest experiment in self-determination known the world over as America.
The hard work and determination of immigrants, seeking an opportunity to live up to their full potential and to build better lives for their families, make America strong. The freedom immigrants have found here has unleashed their creativity and sparked the strongest economy in the world.
Immigrants from industrialist Andrew Carnegie to Google's Sergey Brin came to our shores, and in the process, created new innovative enterprises and unparalleled prosperity for the United States.
Today, people still look towards America and dream of a better life. Our colleges and universities attract some of the most gifted minds from around the globe. Talented entrepreneurs still see our country as a cradle for innovation and an area to pioneer new industries.
Zoe is the granddaughter of immigrants. She became an immigration lawyer and, before elected office, taught immigration law at the University of Santa Clara Law School. She knows that the country's immigration laws must be reformed if the United States is to succeed in the 21st Century.

As Chair of the House Judiciary Immigration and Citizenship Subcommittee, Zoe tries to cut through the divisive political rhetoric to advance commonsense immigration policy solutions that are practical and will help America thrive.
Migrant Families at the Border
Zoe has visited multiple U.S. Customs and Border Patrol (CBP) facilities at the southern border and has been horrified at what she saw. She believes that it’s unconscionable that children are dying at the border and that migrant families continue to suffer from inhumane conditions while in U.S. custody. Because it is the responsibility of Congress to intervene when the Executive Branch isn’t doing its job, she voted for emergency funding that would better provide those held by CBP with clean drinking water, healthy food, sanitary items, blankets, and medical services, among other forms of humanitarian aid.
Zoe also wants to address the root causes of the refugee crisis in Central America before it reaches our border. That is why she introduced the Northern Triangle and Border Stabilization Act, a comprehensive, 5-pronged strategy to combat the underlying violence and instability that compels thousands of refugees to flee Guatemala, Honduras, and El Salvador. It would create a regional plan in Central America to enable families and children to seek refuge in the United States and other nations, without having to make the dangerous journey to our southern border.
DREAM Act
As Chair of the Subcommittee on Immigration and Citizenship, Rep. Lofgren was instrumental in ensuring the votes necessary to pass the Dream Act in the House. The DREAM Act would let young people who were brought to the U.S. as children come forward, register, and regularize their legal status. This would contribute to our nation's well being. Many of these young people have no memory of the land where they were born. Many speak only English and cannot speak the language of the land of their birth. Many times these children learn of their status while seeking to better themselves by pursuing higher education or to serve our country in the armed forces. The bipartisan DREAM Act would give these young people the opportunity to live freely, continue their studies, and their contributions to the country they love and call home. These young people are American in every way but their paperwork.
Top-to-Bottom Immigration Reform
Today, our immigration system is failing our country. Its dysfunction shuts out the best and brightest minds rather than attracting innovators who could grow our economy and keep it competitive. It traps determined, hard-working individuals in a cycle that exploits them for their labor. It separates spouses and parents from children for years.
Zoe believes that we should be able to work to fix this broken system through top to bottom immigration reform. With reform, we can protect American workers while meeting the economic needs of our country leading to greater growth and opportunities for everyone.
Rather than breaking families apart, we can unite them. Rather than expelling brilliant, highly-skilled students and entrepreneurs to compete against us from overseas, we should attract the best and brightest minds who want to help America succeed. Rather than failing to meet the needs of important sectors of our economy such as agriculture, we can help these industries legally employ their workforce.
By securing our borders and ensuring our laws are enforced, we can also regularize the status of those who currently live in the shadows to promote family unification and shared values like hard work and playing by the rules.
High Skilled Immigration Reform
Zoe has introduced legislation to curb H-1B visa outsourcing abuse and to start the overhaul of a broken high-skilled immigration program. The High-Skilled Integrity and Fairness Act of 2017 would curtail abuse of the program which has allowed replacement of American workers by outsourcing companies with cheaper H-1B workers. In several recent incidences, high-profile U.S. employers including Disney, Southern California Edison, and most recently the University of California San Francisco, have made news in this manner. The legislation prioritizes market based allocation of visas to those companies willing to pay 200% of a wage calculated by survey, eliminates the category of lowest pay, and raises the salary level at which H-1B dependent employer are exempt from nondisplacement and recruitment attestation requirements to greater than $130,000.
DREAMers can seek 'deferred action' starting Aug 15th
In June, President Barack Obama announced a new policy to protect from removal young people commonly called "DREAMers" who were brought to the U.S. as children.
U.S. Citizenship and Immigration Services (USCIS), the agency that will oversee this process, has issued information and forms for eligible DREAMers to request "deferred action" beginning August 15, 2012.
Congresswoman Lofgren, a strong supporter of the DREAM Act, applauds the decision and wants to make sure every eligible DREAMer receives the information they need. WHO IS ELIGIBLE?
Eligibility Criteria: On August 15, 2012, USCIS will begin accepting requests for deferred action together with applications for employment authorization from persons who are at least 15 years of age and meet the specific criteria below:
• They entered the U.S. before their 16th birthday;
• They have continuously resided in the U.S. for at least five years prior to June 15, 2012, and were in the U.S. on that date;
• They were under the age of 31, as of June 15, 2012;
• As of the date their request is submitted, applicants must be currently in school; or have graduated from high school or obtained a GED; or have been honorably discharged from the Coast Guard or the Armed Forces; and
• They have not been convicted a felony offense; a "significant" misdemeanor offense; 3 or more misdemeanor offenses; or otherwise pose a threat to national security or public safety.
Deferred action will be offered for a two-year period and may be renewed.

Securing our digital infrastructure and sensitive information from malicious actors and data breach is critically important in the Digital Age. Government, the private business sector, and individual users all have important roles to play. It is equally critical, however, that our cybersecurity laws focus on true threats without invading personal privacy or criminalizing common Internet uses.
Ill-conceived laws that undermine technological progress not only fail us today, they can also become obstacles to the innovations of tomorrow. Zoe will seek to reform computer crime laws in ways that preserve individual privacy, curb over-criminalization of everyday behaviors, keep penalties proportional to violations, and do not create new vulnerabilities.

The right to free speech is the bedrock of a strong democracy. Modern communication technology has dramatically enhanced our First Amendment freedoms of expression and association by removing barriers to individuals’ ability to access, create, and share information.

Our surveillance laws provide intelligence and law enforcement agencies with vast powers, but overbroad government surveillance is harmful to both civil liberties and business interests alike. Online services are premised on user trust, and that trust is undermined by loose rules for government access to user data.
Americans consistently cite government tracking as a top concern, and service providers have repeatedly noted that some prospective clients are reluctant to store their data in the U.S. due to the perception of weak rules for government access. We must establish clear rules for government collection of data that protect individual privacy and avoid burdening businesses in a way without harming legitimate law enforcement and national security priorities.

A free and open Internet is essential to America's economic and cultural prosperity. The Internet is a thriving and vibrant engine for cultural and economic growth because it lowers barriers and empowers people to connect and share information globally with limited restrictions.
Zoe does not believe broadband providers should selectively favor certain Internet traffic to the detriment of other lawful online services. However, any regulatory safeguard against discriminatory traffic prioritization should not interfere with legitimate network management.
The Internet was founded as a neutral platform that leveled the playing field for sending and receiving information, and Zoe pledges to continue fighting policies that go against this innovative spirit.

Patents are a critical source of our economic vitality, but abusive patent litigation takes a tremendous toll on government and private sector resources. Instead of using their resources to create and innovate, startups and leading enterprises alike often find themselves mired in endless—and needless—litigation.
America needs meaningful patent litigation reform to ensure the continued success of our patent system. Zoe is committed to protecting the legitimate expectations of inventors and innovators while ensuring that "patent trolls" do not blunt America's technological edge in the global economy.
The bedrock of American democracy is our right to vote in fair and open elections. As Chair of the House Administration Committee, Zoe helps oversee U.S. federal elections to ensure every citizen’s vote is counted equally, and that our system of government remains the true representative democracy our founders intended.
Zoe is a member of the Congressional Task Force on Election Security, formed to address the lack of action to protect electoral infrastructure following Russia's interference and attempts to influence the 2016 Presidential election. According to the Department of Homeland Security, the election systems in 21 states were breached and voter records containing personal information were compromised. Despite this, there has been no action from the Republican Congress or the Trump Administration to provide greater protection to our election systems.
When a sovereign nation meddles in our elections, it is an attack on our country. We cannot leave states to defend against the sophisticated cyber tactics of state actors on their own.
In June, 2019, the U.S. House passed H.R. 2722, the Securing America's Federal Elections (SAFE) Act, legislation Zoe authored which would make meaningful investments to upgrade the security of voting systems across the country to guard against foreign interference in our democracy.

A Message from Zoe on Citizens United
I support campaign finance reform and believe that the Supreme Court ignored judicial precedent and common sense in the Citizens United v. Federal Elections Commission ruling.
I have added my name as a cosponsor to H. J. Res. 48, the “We the People Amendment”; H. J. Res. 2, the “Democracy for All Amendment”; and H. J. Res. 57.
A bill is the starting point of the legislative process.
By adding my name as a cosponsor to these resolutions proposing constitutional amendments to mitigate the effects of the Citizens United decision I hope to move the conversation on campaign finance reform forward as Congress debates the best way address this issue.

As Chair of the House Administration Committee, Zoe was tapped to shepherd H.R. 1, The For the People Act, through the legislative process, culminating with its House passage in March. The Democrats’ landmark legislation is a sweeping package of pro-democracy and anticorruption reforms to put power back in the hands of the American people by ending the dominance of big money in politics; making it easier, not harder, to vote; and ensuring that politicians actually serve the public interest.
