Congressman Jimmy Gomez proudly represents California’s 34th Congressional District, one of the most diverse and culturally rich districts in the country. This year, the Supreme Court overturned the landmark Roe v. Wade decision—reversing a half-century of precedent that affirmed the Constitutional right of every woman to make decisions about her body, health, and family. This dangerous ruling puts the fundamental right to privacy—and the lives of millions of Americans—at risk. I am outraged at what this means for women and those who face the greatest barriers to reproductive health care: Black and Brown communities, those who live in rural areas, people who can’t afford to cross state lines for care, LGBTQ+ people, and individuals in abusive relationships who will be most impacted by this ruling.
That is why my colleagues and I immediately got to work passing critical legislation to protect women’s health freedom and their lives, including the Women’s Health Protection Act, which once again makes the protections of Roe v. Wade the law of the land. The Ensuring Women’s Right to Reproductive Freedom Act – a bill stopping partisan efforts to criminalize, fine or sue women who exercise their constitutional right to travel across state lines to obtain an abortion. The Right to Contraception Act, which guarantees the right to obtain and use birth control as established in Griswold. The Respect for Marriage Act: a bill that would enshrine the marriage equality for same sex and interracial couples guaranteed by Obergefell and Loving for the purposes of federal law.
This fight doesn't end here, and I'm committed to ensure women have equal rights and protections. Below are a few pieces of legislation I've introduced or cosponsored to advocate for women in California and across our country.
Jeanette Acosta Invest in Women's Health Act
I first introduced this bill in the 116th Congress and have since reintroduced it in 2021 with Senator Patty Murray in honor of women's health advocate and native of our district, Jeannette Acosta. Acosta lost her battle with cervical cancer when she was just 32-years old, but spent her career fighting hard to ensure women's health services are accessible to all socioeconomic backgrounds. This bill would expand access to preventive, lifesaving women's health screenings through new grant and pilot programs at community care centers, especially in low-income neighborhoods.
Paycheck Fairness Act
This bill eliminates loopholes in the Equal Pay Act to close the disastrous pay gap for women, especially women of color. I was an original cosponsor of and voted to pass this legislation in the 116th and 117th sessions of Congress.
Pregnant Workers Fairness Act
I've been an original cosponsor of and voted to pass this bill in the 116th and117th sessions of Congress. The legislation makes it illegal for an employer to discriminate against or refuse to provide reasonable accommodations for employees or job applicants who are pregnant or dealing with related medical conditions.

Not only must we protect our public lands and tackle this climate crisis, we need to ensure access to the beautiful environment that surrounds us.Green New Deal Our nation is facing a climate emergency, which is why I support the Green New Deal -- a jobs and justice-centered plan to decarbonize the U.S. economy within ten years and focuses on creating the maximum amount of prosperity for working people and marginalized communities in the process. The main goals of the Green New Deal are to: achieve net-zero greenhouse gas emissions, create millions of high wage jobs and ensure prosperity and economic security, invest in the American infrastructure and industry to meet the needs of the 21st century, ensure clean air and water, healthy food, access to nature, and a sustainable environment for all, and create just and equitable social and economic systems that care for our frontline and vulnerable communities. While we need to take incremental steps in the meantime to address our devastating climate crisis, we can no longer delay aggressive, transformative action. That's why I voted AGAINST my House Democrats colleagues' bill, the Clean Economy Jobs and Innovation Act. Each year our sea levels rise higher, California burns hotter, and deadly natural disasters grow worse. We need to meet this challenge head on, or there won't be a planet for the next generation to enjoy. That's why I'm a cosponsor of H.Res.332 to call on the federal government to implement a Green New Deal and commit all necessary resources to protecting our planet. I'm also an original cosponsor of the Green New Deal for Cities Act of 2021. Affordable Sustainability The Inflation Reduction Act, which I support, is the largest package to fight the climate crisis ever passed by the United States Congress. It would cut energy costs and strengthen America’s energy security, while combatting the climate crisis by reducing carbon pollution by 40 percent by 2030. The Inflation Reduction Act includes three bills that I put forth as part of the Build Back Better Act, which provide tax credits for used electric vehicles and increase incentives to make homes more efficient and help lower consumers’ energy bills. As the Ways & Means Racial Equity Initiative Co-Chair, I know this package represents a once-in-a-generation opportunity to support working families with the essential support they need while also making our economy greener, stronger, and more equitable. And if we're serious about combating climate change, we can't expect working families to solve this problem alone. While holding corporations accountable, I want to give Americans a pathway to make their own 'green' choices. That's why I introduced the Affordable EVs for Working Families Act to create a brand new tax credit for working families who purchase used electric vehicles. I've also introduced the Home Energy Savings Act and the New Home Energy Efficiency Act. These bipartisan bills would restore and strengthen a tax credit for energy efficient home upgrades and incentivize new home construction to prioritize energy efficiency and environmental impact. These three bills are included in the GREEN Act of 2021. I introduced this bill with my Ways and Means Committee colleagues to provide a thorough approach to utilizing the tax code to address climate change. Our Climate Emergency I'm an original cosponsor of the Climate Emergency Act of 2021, which would require President Biden to declare a national climate emergency and mobilize every resource at the country's disposal to halt, reverse, mitigate, and prepare for the consequences of this climate crisis. In May 2019, I cosponsored and voted to pass the Climate Action Now Act, which would reinstate the United States' climate objectives agreed to in the Paris Agreement that the Trump administration withdrew from. Protecting our Public Lands In February 2021, House Democrats passed a sweeping public lands conservation bill that included the Rim of the Valley Corridor Preservation Act. I'm a cosponsor of this bill, which would add more than 191,000 acres of the Rim of the Valley Corridor to the Santa Monica Mountains National Recreation Area. In 2019 and 2021, I introduced the Transit to Trails Act with Senator Cory Booker. This bill would create a grant program to improve multi-modal transportation to public lands, parks, and waters, especially for low-income and minority communities. As a son of immigrants, I know what's it like to be seen as different, to be called racist names, and to have my rights infringed upon because of the color of my skin. I'm hard at work to ensure future generations don't have to experience the systemic injustices that generations past have.
Voting Rights
I'm an original cosponsor of and voted to pass the For the People Act of 2021 to expand voting rights and registration, eliminate gerrymandering, and limit the influence of dark money in our politics. This package also includes provisions from my bill, the Executive Branch Conflict of Interest Act, which reduces the influence of industry lobbyists on senior government officials and addresses the revolving door between lobbying firms and the government by strengthening and enhancing ethics requirements for federal employees.
I'm an original cosponsor of the Washington, D.C. Admission Act.
LGBTQ Rights
I'm also a cosponsor of and voted to pass the Equality Act to amend the Civil Rights Act and prohibit discrimination on the basis of sexual orientation and gender identity in the workplace, housing, public education, the jury system, and more.
I'm also an original cosponsor of the Prohibition of Medicaid Funding for Conversion Therapy Act to ban state Medicaid programs from funding conversion therapy practices.
Supporting Unions
As House Democrats are fighting to protect unions and dismantle "right-to-work" laws nationwide, I'm a cosponsor of the Protecting the Right to Organize Act of 2021.
Criminal Justice Reform
We've seen a renewed call to action to protect our Black and Brown communities from police brutality and racial injustice in the wake of George Floyd's death. These murders have been countless, and we can't wait for another trending name to take bold action. That's why I'm an original cosponsor of and voted to pass the George Floyd Justice in Policing Act of 2021. This bill would ban chokeholds and no-knock warrants, create a federal registry of police misconduct, restrict the transfer of military-grade weapons to local law enforcement, and end qualified immunity as we know it.
An important part of our fight for racial justice is undoing the harm of the war on drugs on Black and Brown communities. In December 2020, I voted to pass the Marijuana Opportunity Reinvestment and Expungement Act of 2019 - a bill I cosponsored - to federally decriminalize marijuana. This bill also requires Small Business Administration (SBA) services to be available to cannabis-related businesses, bans the denial of public benefits and immigration protections due to cannabis-related convictions, allows Veterans Administration (VA) physicians to make medical cannabis recommendations, and begins the process of expunging past cannabis-related convictions.
I'm also a cosponsor of the Stop Militarizing Law Enforcement Act to restrict the Department of Defense from arming local law enforcement agencies with weapons of war.
Another civil rights issue that has become increasing relevant to law enforcement is facial recognition technology. We can't tackle racial injustice without tackling the unknowns of this technology. These programs have been known to discriminate against people of color. I would know, because when I took an ACLU facial recognition test in 2018, I was misidentified as a suspected criminal along with several of my Black and Brown colleagues. In the wake of George Floyd's death, companies like Amazon announced they were placing a one-year moratorium on police use of its facial recognition technology, but that's not enough. I've written to Amazon three times asking questions we need answers to, including: who did they sell their technology to, are they marketing this technology to ICE, who does this moratorium apply to, and will they submit their technology for federal accuracy testing?
The final weeks of the Trump administration saw a cruel rush to executive more federal inmates than several decades before. The death penalty isn't just unjust, it's ineffective and disproportionately targets Black and Brown people. That's why I'm a cosponsor of the Federal Death Penalty Prohibition Act to ban the federal death penalty.
Hate Crimes
I voted to pass H.Res.908, a resolution condemning all forms of anti-Asian sentiment, biases, and prejudice as racial attacks against our Asian-American communities have increased during the COVID-19 pandemic. In 2021, I also voted to pass H.Res.275 to condemn the horrific shootings in Atlanta (March 2021) and reaffirm my commitment to combating hate, bigotry, and violence against the AAPI community.
I'm an original cosponsor of and voted to pass the COVID-19 Hate Crimes Act, which would help equip law enforcement with resources and guidance necessary to improve public reporting and stop these hate crimes. President Biden signed this bill into law in May 2021.
