Assemblymember Irwin has taken action to provide critical housing in our community. She helped secure $27 million in Project Homekey funds for the construction of Thousand Oaks' first homeless housing facility.
She also championed an additional $100 million in State Funds for the Veterans Housing and Homelessness Prevention program
Irwin also co-authored the Care Court law that will transform how local governments can intervene and assist those with mental illness who are living without shelter but are unwilling to voluntarily receive treatment.
Assemblymember Jacqui Irwin understands the importance of feeling safe in our homes, schools, streets, and places of worship. Under Jacqui’s leadership, Thousand Oaks was ranked number one in California and number four in the country among safest places to live according to the FBI.
Jacqui has secured over $13 million in funding for local law enforcement to remove guns from violent felons who are prohibited from possessing firearms.
She has authored multiple laws to expand the use of Gun Violence Restraining Orders, used by law enforcement and families to remove firearms from dangerous individuals and situations.
This year she passed a law to make it easier to prosecute “smash-and-grab” Organized Retail Theft that crosses city and county lines. Jacqui has also supported grant programs in the State Budget to provide security upgrades for places of worship.
Assemblymember Jacqui Irwin served on the Thousand Oaks City Council for ten years with two terms as Mayor before her election to the State Assembly in 2014.
As our Assemblymember, she fights to balance the budget and restore funding for education and public safety. Her experience with state and local issues is extensive and hands-on.
During her time in the Legislature, Assemblymember Irwin has passed 86 laws into law. Helping fix problems for everyday Californians, creating new consumer rights, supporting students from Preschool through College, expanding recycling and other environmental programs, enhancing government and personal cybersecurity, and much more.
Assemblymember Irwin also knows how to make sure her constituents see the benefits of the taxes they pay. When safety and noise issues about the MetroLink were raised in Simi Valley, Assemblymember Irwin was quick to secure $4.5 million in the State Budget for critical improvements to the rail crossing to save lives and reduce noise pollution.

Led coalition to provide Inflation Relief, resulting in the Middle Class Tax Refund sending back up to $1,000 to every California family.
Passed a State Budget focusing $47 billion towards infrastructure Investment building schools, transportation, housing.
Secured Funding to start Engineering School at CSU Channel Islands, a critical need identified by the local business community
Created the University of California Innovation and Entrepreneurship Initiative, with initial funding of $22 million in 2016. The program encourages the UC to convert research and science into products that benefit society. This CalChamber “Job Creator”, resulted in a return on investment of over 14 times, enabling over 1,000 start-ups and at least 529 product launches from UC research.
Assemblymember Jacqui Irwin cut red tape to help local small businesses expand, hire, and innovate.
She has balanced local and state budgets, created a small business loan access program and wrote laws hailed as a “Job Creators” by the California Chamber of Commerce.
Assemblymember Irwin also secured $5 million from the State budget to create a Rapid Digital Upskilling Pilot Program for our region to retrain displaced workers.
Brought $16 million in State Funds to the Santa Monica Mountains and Santa Susanna Mountains to protect local open space and wildlife habitat
