Congressman Andy Kim represents the Third Congressional District of New Jersey. Congressman Kim has dedicated his life to serving the country. He worked as a career public servant under both Democrats and Republicans, having served at USAID, the Pentagon, the State Department, the White House National Security Council, and in Afghanistan as an advisor to Generals Petraeus and Allen.

America’s veterans have sacrificed so much for our country; it’s critical we work every day to recognize their service and give them every opportunity we can. During my time in Congress, I’ve met with countless veterans across Burlington and Ocean Counties, and I’m dedicated to supporting and honoring our veterans. I’m proud that my office has been able to help hundreds of veterans get the benefits they have earned and deserve.
After years of work to hold the VA accountable for delivering a veterans’ health facility to Ocean County, I was proud to help secure a new, state-of-the-art Community Based Outpatient Clinic (CBOC) in Toms River.

Across Burlington and Ocean Counties, we still have communities recovering from Superstorm Sandy as well as people recovering from more recent severe weather and flooding. As a result of climate change, we have seen extreme weather events increase over the last few years, and I’m dedicated to ensuring we are prepared to handle the impact. Listening to local leaders and working across the aisle, I’ve helped introduced bills to make our communities more resilient in the face of these storms, and ensure that our families aren’t left behind after the storm passes.

I’ve heard from people across Burlington and Ocean Counties about how there is too much money in politics and a lack of bipartisan cooperation in Congress. That is why one of my first actions as your Member of Congress was to help introduce H.R. 1, the For the People Act, which would help clean up money in politics, protect our elections from foreign interference, and strengthen our ethics laws.
As a career public servant under both Democrats and Republicans, and now as a Member of Congress, I believe that Americans deserve to have complete faith in the people who represent and serve them in government. Unfortunately, that trust has been eroded in recent years. That’s why I’m proud to also have:
I believe that holding elected office is a public service and a sacred trust that warrants special scrutiny. Public servants should be focused on doing the job they signed up to do and the American people should know that they are doing it without any conflicts of interest or concern for personal profit.
During my time in Congress, I’ve met with people throughout Burlington and Ocean Counties who have struggled, or watched loved ones struggle with opioids, addiction and other substance abuse issues. I’ve also met with the men and women on the front lines of fighting this battle: medical professionals, educators, and first responders who work every day to save lives. We can help those who need it most by increasing awareness, reducing stigma, and increasing access to treatment and recovery services.

As promised, the very first bill I cosponsored in Congress was H.R.1, which makes major, meaningful reforms to strengthen our democracy with the boldest attempt to fight money in politics in nearly 20 years, increase election security, improve voter registration systems, end partisan gerrymandering and enact badly needed ethics reforms. This legislation will help create a government that works for the people instead of corporations and the wealthy and I’m pleased to champion it.
Campaign Finance Reform
The flood of dark money in our elections does a disservice to our democracy. I support some forms of public financing and empowering grassroots supporters through matching contributions to combat the strength of multi-million dollar super PACs.
End Gerrymandering
Voters should choose their politicians instead of politicians choosing their voters. I support ending partisan political gerrymandering and requiring states to move to independent/bipartisan/nonpartisan redistricting commissions.
Stop Voter Suppression and Restore the Voting Rights Act
Elections should be fought and won on ideas, not changing the rules of the game to disenfranchise your opponent. Congress must take a hard look at the impact of the 2013 Shelby v. Holder decision, which gutted the Voting Rights Act. We must stop voter suppression and restore the Voting Rights Act to full strength so that every American’s right to vote is protected.
Fight Corruption by Strengthening Ethics Rules
We must hold our elected officials and leaders to the highest of standards. Corruption, harassment, abuse of power, fraud, and deceit cannot be tolerated. I support strengthening badly-needed ethics rules.
Most people in New Jersey - Democrats, Republicans and Independents - know that climate change is real. I’ve called it a national security crisis. We need to respond as such. Our weather patterns are worsening. We have more “record-breaking” storms, more frequent flooding, more severe droughts, higher tides, more beach erosion and on and on. Climate change is an issue that can’t wait.
Many people in New Jersey are still recovering from Superstorm Sandy, which was 6 years ago. The economic costs of these storms are severe and last for years. Now is the time to get ahead of it – to lead the way on so-called green jobs and technology. I will support policies that invest in renewable energy, high-tech manufacturing and biotechnology. With our location and workforce, New Jersey is primed to thrive in a 21st century economy.
I also oppose and will fight any effort to open New Jersey’s coast to offshore drilling. It threatens our stunning shoreline, home values, fishing industries, local businesses and way of life.
I will use my national security background and expertise to be a voice for a strong, responsible and strategic national security operation that balances defense, diplomacy and development.
Veterans that have served our country deserve every opportunity to succeed, that means a strong VA with world-class medical care and wrap-around services that are efficient and effective. It also means recognizing military credentials in the civilian workforce, strengthening GI educational benefits, ending veteran homelessness and supporting veteran-owned small businesses. There are no more reliable and trustworthy worker than our veterans.
Protecting Joint Base McGuire-Dix-Lakehurst
I will be a champion for Joint Base McGuire-Dix-Lakehurst, which is the second-largest employer in the state, providing more than 100,000 local jobs and supporting $7 billion in economic activity in the region.

This is why one of my first actions as your Member of Congress was to help introduce H.R. 1, the For the People Act, which would help clean up money in politics, protect our elections from foreign interference, and strengthen our ethics laws. I also helped lead the way to introduce bills that end harmful partisan government shutdowns and stood up against a pay raise for Congress.
A good education means good jobs, good opportunities and a promising future for New Jersey’s next generation. While New Jersey’s public schools are some of the best in the country, it’s important that every student who wants to go to college has a path to plan and pay for their higher education. I’ve heard from students and parents across Burlington and Ocean Counties about the strain being able to afford college, and how student debt impacts their ability to achieve the American Dream. I’m working to make sure New Jersey’s students are ready by improving our education system and giving them the tools they’ll need to succeed every step of the way.
